Job Announcement — Policy Associate

OpenTheGovernment.org seeks experienced applicants for the position of Policy Associate. OpenTheGovernment.org is a coalition of more than 90 organizations that are dedicated to making the federal government more open and accountable. Coalition members represent a broad and varied range of interests and cross the political spectrum. The coalition’s small staff works to organize the openness community around opportunities to influence federal policies.

The key responsibilities of the Policy Associate will be, with the Executive Director, to manage the coalition’s policy analysis and advocacy work, and to implement the coalition’s communications strategy. Basic responsibilities include:

Policy Analysis and Advocacy

OTG engages in a variety of efforts to influence federal policy. The Policy Associate will be responsible for monitoring changes in federal openness policies in the Executive Branch and Congress, and helping the coalition respond to these changes via communication with government officials, sign-on letters, comments, testimony, blog posts, and other means, as appropriate. For the next 2+ years, s/he will also participate and assist in the coordination of the coalition’s efforts to work with federal government officials to secure strong implementation of the US’ execution of the U.S. National Action Plan for the Open Government Partnership. S/he will have responsibility for assisting in: the monitoring and evaluation of the implementation of the current openness commitments in the 2014-2015 Plan; and the development of the next Model Civil Society NAP – for delivery to the White House by mid-2015.

Communications

The Policy Associate will have key responsibility for helping the coalition execute its communications strategy. S/he must also be able to think creatively about how to engage partners, other non-profit organizations, and, to a lesser extent, the public on openness issues. S/he must be able to write op-eds, Letters to the Editor, etc, that help convey the coalition’s message in a succinct and cogent manner. Part of this work will include building relationships with reporters who cover openness issues.

Coalition Building

The Policy Associate will, as requested by the Executive Director, represent the coalition at various forums and meetings. The Policy Associate will also have responsibility for managing certain regularly-occurring meetings, including open government community town halls.

Fundraising

The Policy Associate will be responsible for assisting the Executive Director with fundraising responsibilities, including assisting in developing funding proposals and budgets, and building relationships with funders. Other Duties as Assigned OTG relies on a small staff. All employees of the coalition are expected to assist with managerial and administrative duties as necessary.

The Policy Associate reports to and is supervised by the Executive Director.

Minimum Qualifications

  • Applicants should have 3 -5 years of experience in issues of federal government openness and accountability
  • Bachelor’s Degree in political science or related field; Master’s degree preferable
  • Demonstrated excellent oral and written communications skills
  • High level of initiative and ability to work independently in a fast-paced, changing environment
  • Ability to handle multiple tasks simultaneously and to prioritize
  • Experience working with non-profit coalitions a plus.

To be considered for a more senior level of this position, an applicant should have

  • Substantial, documented, experience in policy analysis and non-profit advocacy
  • Experience in fundraising
  • Experience in assisting in the management of a small non-profit
  • Experience in managing non-profit coalitions
  • Experience in executing a communications strategy
  • Experience supervising other employees
