Pursuant to the Freedom of Information Act, we request a copy of the following records. On Feb 12th, 2020, CBP posted the following statement on their website (source: https://www.cbp.gov/newsroom/local-media-release/bp-statement-regarding-border-wall-construction-monument-hill ) stating “As with all border barrier projects, CBP conducted biological, cultural, and natural resource surveys of all new border wall system projects currently being executed in the Tucson Sector including the area of Monument Mountain within the Organ Pipe Cactus National Monument.”
Therefore we request a copy of all biological, cultural, and natural resource surveys conducted in the last two years from Feb 15, 2018 to today Feb 15th, 2020. Please search for all records related to the area of Monument Mountain within the Organ Pipe Cactus National Monument.
According to CBP, “When operating under waivers authorized by Congress and issued by the Secretary of the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) prepares Environmental Stewardship Plans (ESPs) that summarize the natural and cultural resource surveys conducted during project planning and estimate the potential environmental impacts based on the initial design. During construction, environmental monitors ensure implementation of the Best Management Practices developed and recorded in ESPs and report on any deviations from the Best Management Practices. Therefore we request a copy of all waivers issued by the Secretary of DHS to CPB for ESPs in the area of Monument Mountain within the Organ Pipe Cactus National Monument in the last two years from Feb 15, 2018 to today Feb 15th, 2020. We also request final ESSRs for the same region over the same time period.
